Feb 6, 2026 at 12:13 PMThe Elbe-Weser Railways and Transport Company GmbH (evb) has appointed a new head for its rail freight division. Since February 1, 2026, Tobias Behncke has taken over the responsibility for the evb Logistics business unit as well as the management of the intermodal subsidiary Necoss GmbH. Behncke brings more than 15 years of experience in the industry, including leadership positions in various rail transport companies.
Behncke, who is a graduate industrial engineer and freight forwarding merchant, was most recently Managing Director of Retrack Germany GmbH, a railway company of the VTG Group based in Hamburg. Prior to that, he played a key role in the development and establishment of the intermodal services department at European Cargo Logistics GmbH, the logistics subsidiary of Lübecker Hafen-Gesellschaft.
Challenges in Rail Freight Transport
Behncke’s appointment comes at a time when rail freight transport in Germany and Europe faces significant challenges. Rising costs, political uncertainties, intense competitive pressure, and increasing regulatory requirements are shaping the market. evb Logistics, headquartered in Bremen, operates freight trains across Germany and conducts extensive shunting activities in the ports of Hamburg, Bremerhaven, and Wilhelmshaven.
Christoph Grimm, spokesperson for the evb management, expressed positive remarks about Behncke’s competencies: “With his hands-on mentality, structured working style, and ability to develop and motivate teams, Mr. Behncke brings exactly the skills we desire for the future-proof development of evb Logistics.”
Matthias Herten, who is responsible for logistics within the evb management, emphasized the importance of Behncke’s experience: “With Tobias Behncke, we gain a leader who combines operational railway experience, strategic thinking, and enthusiasm for rail freight transport and logistics. I am convinced that Mr. Behncke will significantly advance evb Logistics.”
Outlook on Future Development
Tobias Behncke himself expressed optimism about his new position: “I look forward to the exciting mix of spot traffic of all kinds in rail freight transport, the further development of the intermodal operator Necoss, and the consolidation of our position as an established shunting service provider for operators and railway companies in the ports of Hamburg, Bremerhaven, and Wilhelmshaven. My goal is to work together with my colleagues in Bremen and at all locations to form a strong, motivated team, create clear structures, and contribute to sustainable logistics.”
With this personnel decision, evb is pursuing a strategic realignment to proactively address the challenges of the market and strengthen its position in rail freight transport.
