Der Bundestag heeft vandaag de Wet Toekomstige Infrastructuur aangenomen, die als reactie op de kritische staat van de verkeerswegen in Duitsland wordt beschouwd. Het Duitse Verkeersforum (DVF) vraagt om een consequente uitvoering van de in de wet voorziene vereenvoudigingen om de investeringsgolf in de infrastructuur te versnellen. Daarnaast wordt de noodzaak van financieringshervormingen en deadline-regelingen benadrukt.<\/p>\n

Dringende noodzaak tot actie voor de infrastructuur<\/h3>\n

Dr. Florian Eck, woordvoerder van de DVF-directie, uitte zijn bezorgdheid over de staat van de verkeerswegen en waarschuwde voor een dreigend kantelpunt. Hij benadrukte dat zowel de economie als de samenleving van de federale regering en de Bundestag verwachten dat alle beschikbare mogelijkheden worden benut om de infrastructuren zo snel mogelijk te renoveren en toekomstbestendig uit te breiden. Tot de gevraagde maatregelen behoren de classificatie van verkeerswegen als een overwegend openbaar belang, het vaststellen van duidelijke termijnen en de stroomlijning en vereenvoudiging van procedures. Ook de digitalisering van plannings- en goedkeuringsprocessen, evenals het wegnemen van redundantie in de goedkeuringsprocedures, zijn centrale aandachtspunten.<\/p>\n

Eck vraagt om een mentaliteitsverandering bij de plannings- en goedkeuringsautoriteiten, die door de politieke leiding moet worden ondersteund. De versnelling van de plannings- en goedkeuringsprocedures wordt beschouwd als onderdeel van een alomvattende aanpak, die ook een passende financiering, planningszekere financieringsstructuren, partnerschapsmodellen en moderne aanbestedings- en gunningsprocessen omvat.<\/p>\n

Noodzakelijke hervormingen voor de mobiliteit<\/h3>\n

Het DVF heeft een infrastructuurpact voor Duitsland opgericht om verdere hervormingen te eisen die essentieel zijn voor de mobiliteit van de economie. De hervorming van de financiering van de verkeersinfrastructuur voor weg, spoor en waterweg moet uiterlijk in 2027 beginnen met duidelijk toegewezen financieringsbronnen en vraaggericht gefinancierde infrastructuurplannen.<\/p>\n

Eck wijst erop dat er ook bij de plannings- en goedkeuringsprocessen verdere aanvulling nodig is. De versnellende benaderingen moeten worden uitgebreid naar alle toekomstige investeringen om hun effect op alle voorzieningsinfrastructuren zoals verkeer, energie en digitalisering te realiseren. Bovendien wordt de toepassing van het zogenaamde compensatiefonds als een versnellende factor benadrukt, om compensatiemaatregelen voor milieu- en soortenbescherming projectoverstijgend te bundelen en te financieren. De betrokkenheid van luchthavens, waterwegen en de uitbreiding van waterlopen voor havenuitbreiding in het overwegend openbaar belang wordt als een positieve stap beschouwd.<\/p>\n

Ondanks de aanbevelingen van expertcommissies ontbreken volgens Eck nog steeds deadline-regelingen die een juridische redactiesluiting voor de toe te passen rechtspositie in de procedure vaststellen. Ook de materi\u00eble preclusie op EU-niveau moet worden aangepakt om bezwaarprocedures te beperken. Deze punten zijn in de coalitieovereenkomst en in het Duitslandpact beloofd. Eck benadrukt dat het hierbij niet gaat om het beperken van participatiemogelijkheden, maar om het gezamenlijke doel om procedures te versnellen door tijdsgebonden en geco\u00f6rdineerde participatiefasen.<\/p>\n
