In het coalitieakkoord van B\u00fcndnis 90\/Die Gr\u00fcnen en CDU wordt gestreefd naar de totstandkoming van een dergelijke regeling. Gezien de stagnatie van de economische ontwikkelingen en de stijgende kosten voor brandstoffen en personeel wordt een extra heffing als een ongunstig signaal voor de bedrijven in het land beschouwd.<\/p>\n<h3>Economische bezwaren<\/h3>\n<p>De invoering van een land specifieke vrachtwagenheffing voor voertuigen vanaf 7,5 ton totaalgewicht zou de kosten voor het goederenvervoer verder verhogen. Bedrijven vrezen dat zij de heffingskosten aan de eindverbruikers moeten doorberekenen, wat leidt tot een extra financi\u00eble last. Deze ontwikkeling zou vooral problematisch kunnen zijn voor bedrijven in grensregio&#8217;s, omdat zij in de concurrentie met bedrijven uit andere deelstaten benadeeld zouden worden.<\/p>\n<h3>Negatieve gevolgen voor het platteland<\/h3>\n<p>In het platteland zijn de rijks- en gemeentelijke wegen voor veel bedrijven onmisbaar. De reeds bestaande structurele nadelen ten opzichte van stedelijke gebieden zouden door een extra heffing verder worden verergerd. Het bedrijfsleven vreest dat dit de concurrentiekracht van de daar gevestigde bedrijven verder zou kunnen aantasten.<\/p>\n<h3>Betwijfelde milieueffecten<\/h3>\n<p>De beoogde verkeersverplaatsing naar alternatieve vervoerswijzen zoals spoor en waterwegen wordt als onrealistisch ingeschat. Vanwege de onvoldoende infrastructuur in deze gebieden zou de heffing slechts als een extra kost worden ervaren, zonder dat er praktische alternatieven beschikbaar zijn.<\/p>\n<h3>Eisen van het bedrijfsleven<\/h3>\n<p>De verenigingen en bedrijven die zich tegen de invoering van de vrachtwagenheffing uitspreken, eisen een aanpassing van het coalitieakkoord aan de huidige economische randvoorwaarden. De sterke verhoging van de federale heffing en de algemene prijsstijging waren op het moment van het sluiten van het contract niet te voorzien. Een verdere belasting van het bedrijfsleven wordt als ongepast beschouwd.<\/p>\n<p>Daarnaast wordt de noodzaak van een uitgebreid effect- en uitvoeringsonderzoek benadrukt. Dit moet de functionaliteit en economische gevolgen van een landheffing analyseren en de te verwachten heffingsinkomsten en hun sturingseffecten uiteenzetten.<\/p>\n<p>De discussie over een mogelijke heffing zou, zo is de eis, uitsluitend op federaal niveau moeten worden gevoerd om gelijke kansen voor alle bedrijven te waarborgen. Bovendien wordt gewezen op de urgentie van effici\u00ebnte subsidieregelingen om de transitie naar duurzame aandrijvingen in het vrachtvervoer te bevorderen en tegelijkertijd de locatie Baden-W\u00fcrttemberg niet te belasten.<\/p>\n<p>Tot slot wordt ge\u00ebist dat de inkomsten uit een mogelijke heffing specifiek worden aangewend voor het onderhoud en de renovatie van de rijks- en gemeentelijke wegen. De verenigingen Unternehmer Baden-W\u00fcrttemberg e. V., Spedition und Logistik Baden-W\u00fcrttemberg e. V., Verkehrsgewerbe Baden e. V. en W\u00fcrttembergische Verkehrsgewerbe e. Rijkswegen leiden normaal gesproken naar regio&#8217;s, gebieden en dorpen zonder spoorverbinding. Als er wel een verbinding is, dan is deze zeker niet geschikt voor het spoorweggoederenvervoer. Ook niet voor het container- en gecombineerd vervoer, want de bijbehorende terminals liggen vaak meer dan 100 km van het start- of eindpunt van een zending.<\/p>\n<p>&nbsp;<\/p>\n<p>Gezien dit zou deze heffing geen invloed hebben op de verschuiving, maar zou het een extra belasting zijn die geen effect zou hebben, behalve het vullen van de
