Het motto was toen al en geldt nog steeds: ZAPP zorgt voor eenvoudige, snelle en papierloze informatiestromen in de haven van Hamburg.<\/strong><\/h5>\n<p>(Hamburg) &#8220;Omdat met het hoofd douanekantoor een honderd procent elektronische beschikbaarstelling van alle exportgegevens was afgesproken, moesten binnen korte tijd alle verzendende expediteurs en exporteurs zich aansluiten,&#8221; noemt DAKOSY-bestuurder Dieter Spark een van de uitdagingen. Degenen die in het begin twijfels hadden of voor wie een directe elektronische aansluiting niet lonend was, konden tegen een vergoeding hun elektronische meldingen aan ZAPP indienen bij zogenaamde handmatige registratiepunten. &#8220;Binnen enkele maanden was het platform gevestigd en al snel kon bijna niemand zich nog herinneren hoe de haven zonder ZAPP \u00fcberhaupt functioneerde,&#8221; glimlacht Spark.<\/p>\n<h5><strong>Permanente verbetering<\/strong><\/h5>\n<p>Sinds de ingebruikname is het platform voortdurend uitgebreid en verbeterd. Zo konden in 2006 bij de introductie van de ATLAS-procedure AES (Automated Export System) de nieuwe processen zo in ZAPP worden ge\u00efntegreerd dat de havenzijde exportafhandeling optimaal kon worden ondersteund. Een verdere optimalisatie vond plaats in 2011 met de elektronische verbinding van ZAPP en IMP (Import Management Platform), waardoor de douaneprocessen voor transshipments in de haven van Hamburg werden geautomatiseerd.<\/p>\n<h5><strong>Samen met de havenindustrie ontwikkeld<\/strong><\/h5>\n<p>Alle verdere ontwikkelingen van ZAPP zijn samen met de havenindustrie ontwikkeld en ge\u00efmplementeerd - en wel in de speciaal daarvoor opgerichte ZAPP-werkgroep met vertegenwoordigers van de expediteurs, containerterminals, verpakkingsbedrijven, vervoerders, de douane en DAKOSY. &#8220;We hebben in 1997 met ZAPP een digitaliseringsmotor gestart, die voor de haven van Hamburg een zeer belangrijke toekomstinvestering heeft ontwikkeld,&#8221; legt Thomas Schr\u00f6der, plaatsvervangend directeur van de vereniging Hamburger Spediteure e.V., uit.<\/p>\n<h5><strong>Vernieuwing van het platform<\/strong><\/h5>\n<p>Momenteel wordt er gewerkt aan een vernieuwing van het platform. In de eerste stap heeft DAKOSY in mei 2022 een ZAPP-webapplicatie aan de douane ter beschikking gesteld. Deze is inmiddels volledig in gebruik en biedt meer transparantie en nog effici\u00ebntere processen.
