Il a insist\u00e9 sur le fait que le r\u00e9seau ferroviaire est non seulement surcharg\u00e9, mais \u00e9galement en besoin de r\u00e9novation. Pour r\u00e9tablir la performance du rail, diverses mesures sont n\u00e9cessaires, y compris une r\u00e9novation compl\u00e8te et un accroissement des investissements. Al-Wazir a not\u00e9 qu&#8217;environ 2,5 milliards d&#8217;euros sont pr\u00e9vus chaque ann\u00e9e dans le budget f\u00e9d\u00e9ral pour la construction et l&#8217;extension, ce qu&#8217;il consid\u00e8re comme insuffisant. Elle a annonc\u00e9 trois programmes d&#8217;urgence visant \u00e0 am\u00e9liorer l&#8217;exp\u00e9rience de voyage. Palla a fait r\u00e9f\u00e9rence \u00e0 l&#8217;\u00e9volution pr\u00e9occupante de la ponctualit\u00e9 dans le transport ferroviaire, qui est pass\u00e9e de 82 % en 2020 \u00e0 60 % en 2025. Elle a clairement indiqu\u00e9 qu&#8217;en plus d&#8217;un financement ad\u00e9quat, des changements profonds \u00e9taient \u00e9galement n\u00e9cessaires pour am\u00e9liorer la qualit\u00e9 des services ferroviaires. Palla a estim\u00e9 le retard d&#8217;investissement \u00e0 130 milliards d&#8217;euros et a soulign\u00e9 que la Bahn mettait d\u00e9j\u00e0 en \u0153uvre des am\u00e9liorations dans les domaines de la s\u00e9curit\u00e9 et de la propret\u00e9 gr\u00e2ce \u00e0 des mesures imm\u00e9diates.<\/p>\n<p>Andreas Gehlhaar, responsable du d\u00e9partement des chemins de fer au minist\u00e8re f\u00e9d\u00e9ral des Transports, a parl\u00e9 d&#8217;un engagement collectif pour am\u00e9liorer l&#8217;infrastructure ferroviaire. Il a soulign\u00e9 que les changements ne devaient pas \u00eatre consid\u00e9r\u00e9s de mani\u00e8re isol\u00e9e, mais devaient viser \u00e0 augmenter la satisfaction des clients. Gehlhaar a not\u00e9 qu&#8217;une approche globale \u00e9tait n\u00e9cessaire, impliquant tous les acteurs du transport ferroviaire.<\/p>\n<p>Michael Donth, d\u00e9put\u00e9 et vice-pr\u00e9sident du groupe parlementaire sur le transport ferroviaire, a appel\u00e9 \u00e0 une direction politique claire de la Deutsche Bahn et \u00e0 une fiabilit\u00e9 \u00e0 long terme en mati\u00e8re de financement. Il a pos\u00e9 la question de savoir quel r\u00f4le le rail devrait jouer dans le syst\u00e8me global \u00e0 l&#8217;avenir et a soulign\u00e9 la n\u00e9cessit\u00e9 d&#8217;utiliser les fonds publics de mani\u00e8re v\u00e9rifiable pour de meilleures performances.<\/p>\n<h3>Structure de financement comme th\u00e8me central<\/h3>\n<p>Martin Burkert, pr\u00e9sident du syndicat des chemins de fer et des transports (EVG), a critiqu\u00e9 la structure de financement actuelle du rail comme \u00e9tant fragment\u00e9e et \u00e0 court terme. Il a appel\u00e9 \u00e0 un financement pluriannuel pour renforcer le rail pour l&#8217;avenir. Burkert a not\u00e9 qu&#8217;en 2035, le 200e anniversaire du chemin de fer en Allemagne sera c\u00e9l\u00e9br\u00e9 et qu&#8217;une base financi\u00e8re solide sera n\u00e9cessaire \u00e0 cet \u00e9gard.<\/p>\n<p>Michail Stahlhut, PDG de Hupac Intermodal SA, a partag\u00e9 les exp\u00e9riences d&#8217;une entreprise internationale de transport de marchandises et a expliqu\u00e9 les effets positifs d&#8217;un financement par fonds en Suisse. Cela permet un financement stable de l&#8217;infrastructure ferroviaire, ind\u00e9pendamment des d\u00e9bats budg\u00e9taires annuels. Stahlhut a plaid\u00e9 pour l&#8217;adaptation et la simplification des circuits de financement existants.<\/p>\n<p>Christian Kleinenhammann, COO de Transdev GmbH, a soulign\u00e9 les d\u00e9fis auxquels le syst\u00e8me ferroviaire en Allemagne est confront\u00e9. Il a insist\u00e9 sur la n\u00e9cessit\u00e9 d&#8217;une offensive d&#8217;offre pour inciter davantage de personnes \u00e0 passer au train et au bus. De plus, il a appel\u00e9 \u00e0 des structures de financement fiables pour les prix des voies, afin d&#8217;am\u00e9liorer la planification pour le secteur.<\/p>\n<p>En conclusion, Donth a not\u00e9 qu&#8217;une r\u00e9forme des prix des voies \u00e9tait overdue. Il a plaid\u00e9 pour une approche des co\u00fbts marginaux, compl\u00e9t\u00e9e par des majorations appropri\u00e9es pour le financement de l&#8217;infrastructure, afin d&#8217;assurer une conception
