Feb 19, 2026 at 10:36 AMThe European Commission is planning to introduce a new legal framework for the delivery market, known as the „EU Delivery Act.“ A public consultation, referred to as a „Call for Evidence,“ will run until March 5, 2026. During this phase, according to a statement from SKR AG, it will be crucial how competition and investments in the European parcel market will be shaped in the future. Rico Back (pictured), Managing Partner of SKR AG, emphasizes: „We are talking about regulation, but we are deciding on the structure of the market. In the end, it is about who controls access to the parcel volume.“
Transformation of the Delivery Market
The existing EU Postal Directive, according to the company, is oriented towards a time when letter mail dominated. The new Delivery Act aims to adapt this framework to the realities of a market shaped by e-commerce. The focus is on digital processes, interoperability, fair competition, and cross-border delivery.
A central aspect of the discussions is the creation of an open, interoperable infrastructure, as the company states. This can be compared to existing standards such as the IBAN in payment transactions or the EAN/GTIN in trade. Rico Back highlights: „This is not about detailed regulation, but about market architecture. The decision is: an open network of many compatible systems – or closed platform ecosystems with technical gatekeeping.“
